A joint initiative of Finland and Estonian government structures to develop transport connections resulted in the creation of the FinEst Link project in 2016. The project involves construction of the railway submarine tunnel between the capitals of two states.

The project team conducted a study on techno-economic case for tunnel construction. For a full analysis of the costs a platform was created. It gathered innovative ideas and proposals in the sphere of railway transport of such high-tech companies as SwissRapide and Hyperloop One. The final report will be presented at a joint Ministerial conference in February of 2018 in Tallinn.

It is assumed that the construction of the tunnel will increase the volume of freight to 8.4 million tons and more than 12 million passengers will use the train and not the ferry to travel between the two countries. The new railway route will be built between the airport named after Lennart Meri in Tallinn and Vantaa airport. It will allow to deliver goods without additional costs for loading and storage, and get to major cities in Central Europe directly.
